
When the Florida Fish and Wildlife Conservation Commission meets in Key West Dec. 3, it will vote on a proposal to reduce the number of commercial lobster traps statewide.
The plan calls for cutting a fisherman's allotment by 10 percent whenever they sell their certificate to another fisherman outside of their immediate family.
The rule effectively restarts the state's lobster trap reduction program, instituted in 1993 but suspended in 2004 to study lobster populations.
